A Rehabilitation Service Professional (RSP) is a health or vocational rehabilitation professional who has completed the PCVRS training and is dedicated to delivering rehabilitation-focused assessments and services to RSVP Participants. They provide rehabilitation-focused health and vocational services, to help Veterans achieve their rehabilitation goals identified on their Rehabilitation Plan.
RSPs agree to follow VAC required reporting standards, maintain a practice that is informed by industry-validated tools and interventions, and deliver quality-assured services.

When you deliver services to Rehabilitation Program Participants, you gain access to resources that support your ability to deliver evidence based, trauma-informed, rehabilitation focused care to Participant’s. Our support network includes:
- A Rehabilitation Service Specialist (RSS) who is your main point of contact regarding the Veteran's Rehabilitation Plan, progress and coordination of services. The RSS supports the Participant through their entire rehabilitation journey and communicates with their VAC Case Manager.
- Support from our Operations team, access to training modules, templates, a secure IT portal, and more!
We're committed to setting our providers up for success! That's why we provide comprehensive training designed to empower you with the knowledge and tools you need. Training includes:
- PCVRS Program Orientation: Understanding our mission and how we work together.
- Understanding Veterans: Gain insight into military experience and how to serve members of the Veteran community
- Service Delivery Excellence: Ensuring top-notch support for program Participants.
- Affiliate Clinic Management System (ACMS )training to make all your reporting simple and efficient!
Your referrals are tailored to your unique service offerings. Many referrals require an integrated, interdisciplinary approach. For example, combining psychological treatment with occupational therapy to help Participants reach their goals. The RSS will coordinate the care you provide with other RSPs to provide a “Team Around the Participant” approach and make sure the Participant’s unique needs are met.
No, the services provided through the Rehabilitation Program service delivery model are not the same as VAC’s Treatment Benefits Program.

- A Provider expresses interest in becoming an Affiliate by sending an email to providers@pcvrs.ca or a PCVRS Manager of Service Delivery Partner (MSDP) may contact the Provider directly to see if they would be interested in becoming an Affiliate.
- The MSDP meets with the Provider for an introduction to the RSVP service delivery process, an explanation of how the Provider will work with PCVRS and information regarding PCVRS.
- Once an agreement has been signed, the MSDP will onboard the Provider onto the Affiliate Clinic Management System (ACMS). The Provider will receive a welcome email that contains ACMS login credentials along with an ACMS user guide.
- The MSDP will introduce the Provider to the ACMS and ensure they can locate the PCVRS report templates, understand how to submit charges for payment and upload reports, and can access the mandatory PCVRS training modules.
- The MSDP remains the main contact for Affiliate Providers and assists with ACMS system support/training, RSVP service delivery expectations, PCVRS guidelines, etc.
PCVRS offers timely and supportive services to providers. The PCVRS Affiliate Clinicent Management System (ACMS) operates like standard billing portals, serving as the central hub for providers to receive referrals, upload reports, submit charges, and communicate with PCVRS after onboarding.
To submit charges and receive payments, providers are required to create an ACMS account. The ACMS User Guide, shared during onboarding, details the chargeinvoice submission process. Payments are processed via Electronic Funds Transfer (EFT) within 23 business days of a correctly submitted charge.
Payment is contingent upon approval of the rehabilitation services and timeframes outlined in the Rehabilitation Plan and is issued once services are rendered and required progress reports are provided.
Providers use the VAC-approved PCVRS templates and reports. This practice streamlines information gathering, ensures data integrity, and significantly reduces the need for extensive administrative approvals.
- For Medical and Vocational rehabilitation (such as physical therapy, occupational therapy, chiropractic care, registered massage therapy, etc.), progress reports are expected to be submitted every four weeks. Additionally, a discharge report should be provided within five days after the last treatment session.
- For Psycho-social rehabilitation, (such as psychology and psychotherapy) progress reports are required every twelve weeks. Similarly, a discharge report is requested within five days following the last treatment session.
PCVRS has a team designated to support providers using the ACMS. For technical issues concerning the PCVRS ACMS, please email ACMSSupport@pcvrs.ca.
Any non-technical issues within the PCVRS ACMS should be directed to your clinic’s respective PCVRS Manager of Service Delivery Partner (MSDP). The MSDP assists with onboarding, answers PCVRS or program-specific questions, addresses concerns, and provides feedback on provider service delivery. To inquire about your assigned MSDP, please email providers@pcvrs.ca
